O'Fallon councilmember Nathan Bibb resigns, cites conflict after project ownership change

Nathan Bibb, a member of the O'Fallon City Council representing Ward 3, announced his immediate resignation at the council meeting Sept. 11, saying a change after contract award — from the Castle board to the city of O'Fallon as the listed project owner — created a conflict he did not previously have. "This unilateral change now creates a conflict for me that I did not have existing previously," Bibb said, adding that litigation would be "a loss for everyone involved." He said he had served the community for six-and-a-half years and that the decision to step down was made "under duress."

Council members responded with praise and calls for civility. Councilmember Keoughan said he supported Bibb's character and maintained that the earlier contract award followed the city charter and ethical rules. "He did the right thing because that's what Councilman Bibb has done for the last six years," Keoughan said. Councilmember Taylor urged respectful dialogue in local politics and referenced recent national violence as a reminder of the need for decorum.

The resignation came during the regular meeting after a period of public comment and staff reports. Earlier in the evening the mayor had asked the council to ratify two appointments: Anthony Graham as an alternate member of the Veterans Commission (Ward 3) and Donald Hawbaker to the Planning and Zoning Commission (Ward 5). Both appointments were moved and seconded and approved by voice vote.

No litigation or formal ethics determination was announced at the meeting. Members did not take any additional formal action on the contract change at the session's close; however, several council members acknowledged the issue would require internal follow-up and, if necessary, legal review. The council then proceeded with scheduled agenda items, including zoning, budget and resolution votes.
