Commissioners asked specifically about whether tattooing or piercings would be visible from the sidewalk, noting a nearby consignment shop that serves children. Snarzyk said barriers and private rooms would be used and that window decals or film would obscure interior activity so passersby would not see procedures. Staff told the commission that O'Fallon's conditional use permit regulations for tattoo shops include screening requirements.
