Planning commission hears Rutgersville field trip, cemetery upkeep concerns and upcoming rezone

Planning staff used the Sept. 17 meeting to brief the commission on a set of planning items and community concerns.
Staff said the Rutgersville advisory committee organized a public field trip scheduled for Oct. 9 from 4 p.m. to 7 p.m. "We got us a school bus, and we're gonna ... check out some of the development that has occurred and is occurring and have discussions as a group," staff said, adding that stops will be advertised so members of the public can join or meet at designated locations. Staff recommended including stormwater and building staff on the trip to explain technical issues.
Commissioners raised concerns about Standardsville Cemetery, which is managed by a volunteer group that is losing members and running low on funds. The town attorney agreed to review the group's books pro bono; commissioners discussed volunteer options such as school or civic groups helping with maintenance but noted the town has limited budget and staff capacity for ongoing upkeep.
Staff also reported implementation of Civic Plus, an online permitting platform, and said the building department recently went live and staff are addressing initial technical issues. Staff previewed upcoming agenda items including a rezone request for Snead's Automotive and coordination with neighboring jurisdictions on a proffered park area tied to a Blue Ridge Meadows rezoning.
Those items were reported as updates and no formal action was taken at the meeting. The commission approved minutes and tabled some financial approvals for further review; the meeting adjourned after roughly 30 minutes.
