The Greene County Planning Commission on Sept. 17 recommended approval of Special Use Permit SUP-25-004 to allow the keeping of horses on a 6.47-acre R‑1 parcel on Knights Drive.
Planning staff told the commission the applicants, identified in the application as James and Jessica Malpin, recently purchased the vacant parcel and seek permission to keep horses. "They're looking to house a couple of their horses on the location," staff said during the public hearing. Staff recommended conditions limiting livestock to horses, requiring the livestock area to consist of at least 2 acres of rangeable land and capping the property at no more than two horses.
Staff cited guidance from the Extension Office, noting the standard guideline is "3 acres per 1,000 pound animal unit," but that with proper management grazing "it could be reduced to 2 animals per acre." Staff also said there had been no substantial agency objections and no calls from neighbors in response to the county notice.
An applicant who spoke at the hearing described plans for recreational use and modest facilities. The speaker said the family had thinned trees near the pond and planned to "plant grass and whatever there to make more pasture area," and described plans for a small stall barn and tack room. The speaker said the horses would be used for trail riding and that they intended to keep just two horses.
A commissioner moved to "recommend approval of SUP number 25-004 for the keeping of livestock as listed in article 5 of the Greene County zoning ordinance with the following conditions: livestock shall be limited to horses only; the livestock area shall consist of at least 2 acres of rangeable land; no more than 2 horses shall be permitted on the property." The motion was seconded and adopted on a roll-call vote. The commission voted unanimously to recommend approval; the chair cast an aye.
The recommendation will be forwarded as required by county processes. The staff report records the property as TMP 38‑A‑58A and notes the Greene County future land use map classifies the parcel as suburban residential. No formal appeals, agency denials, or additional conditions were recorded at the meeting.
