Sponsor testimony described Captain McClelland's service: he commissioned in 2003 after graduating as a registered nurse, served in the 806th Combat Support Hospital, was deployed to Iraq and later Afghanistan, and was killed in April while deployed.
Sponsors said the naming would commemorate his service in both health care and the military and provide a daily reminder to residents of the "true cost of freedom." Representative MacLean moved that the committee favorably report the bill; the clerk conducted a roll call and the chair announced a unanimous vote recommending passage. The committee left the roll open until 5 p.m. for members not present at the vote.
The committee recommended passage and asked members to sign the report when circulated.
