Planning commission approves minor CIP update to boost VDOT funding competitiveness

The Frederick County Planning Commission voted Aug. 6 to forward a minor update to the county’s 2025–2030 Capital Improvement Plan that adds three transportation projects intended to improve competitiveness for VDOT funding programs.
Staff said the additions are targeted to improve the county’s standing in revenue-sharing and the Transportation Alternatives Program (TAP). The projects added to the CIP include the Warrior Drive extension and Brandy Lane upgrade, an alignment adjustment on Bruce Town Road/Hopewell Road to meet Route 11 intersection geometry, and pedestrian/crossing improvements to fill a gap along Tasker Road and at the 522 North/Rivendell Court/Westminster Canterbury Drive area.
Planning staff explained the update’s purpose is to qualify projects for VDOT scoring tiers and to secure matching funds where required. "This is frankly all about competitiveness of your applications as VDOT scores them for funding," the presenter said.
The commission voted in favor of forwarding the CIP update to the Board of Supervisors; the Board will consider the item at its Aug. 13, 2025 meeting.
What’s next: If the Board approves the CIP amendment, staff will proceed with VDOT applications for revenue sharing and TAP funding and pursue required matching funds where applicable.
