Staff said proffers accompanying the rezoning include monetary contributions to offset local fire and rescue impacts and a right‑of‑way dedication for future Route 11 (Valley Pike) improvements. The facility will remain served by the City of Winchester for water and the Town of Middletown for sewer, as Frederick Water does not have service there.
There were no public signups to comment on the rezoning. Supervisor Jewell, representing the district, moved to approve rezoning 04-25; the motion was seconded and carried by roll call.
What happens next: With the Board's approval, the applicant may proceed toward detailed site plans and building approvals consistent with the proffers and the county's land‑use requirements. Staff and the applicants remain available to answer technical questions as the project advances.
