Committee unanimously reports four veterans measures, including a Navy commemoration

The House Veterans and Military Development Committee on Oct. 13 favorably reported four measures related to veterans affairs, each by unanimous roll call votes of 13-0.

Chair Richardson called HCR 20, a resolution honoring the service of the United States Navy, for a second hearing. Two veterans provided in-person testimony in support. "By passing this resolution, it will send a powerful reminder to all those who have served and sacrificed," said Tim Zwanchek, identifying himself as a United States Navy veteran. David Root, state legislative chairman for the Department of Ohio VFW, urged the committee to fast-track the resolution for consideration ahead of the Navy's 250th anniversary on Oct. 13, 2025.

Vice Chair Matthews moved to favorably report HCR 20; the clerk recorded 13 affirmative votes and no negative votes. HCR 20 will be reported to the full House for further action.

The committee also took unanimous action on two other concurrent resolutions and a bill. HCR 21 and HCR 23 were each reported favorably after brief consideration and notation of written testimony. HB 293, on its third hearing, was reported out of committee with a 13-0 vote; the committee noted written testimony from Dr. Trevor Brown was available to members.

The measures were recorded by roll call and committee staff instructed members to sign the committee reports. No amendments or substantive floor-level changes were recorded at the committee session; each motion to report was made by Vice Chair Matthews and carried by unanimous vote.

What’s next: Each favorably reported measure will be placed on the House calendar for floor consideration according to House rules; HCR 20 additionally carries the public-facing endorsements offered by veterans who testified in committee.
