BARC reports $700,000 raised for new county animal shelter; resident urges action on Russell Springs neglect case

Katie Lane, president of BARC, updated supervisors on the volunteer group's fundraising progress for a new Campbell County animal shelter. Lane said the community has raised over $700,000 toward a $1 million goal through small donations, events, grant applications and partnerships with local businesses, and invited board members and the public to an upcoming fundraising event (Bark for Hope).
Earlier in public comment a Russell Springs resident described a prolonged animal‑neglect situation at a vacant Bellwood property, saying law enforcement found dogs left inside and severe sanitary conditions; he asked the board to pursue condemnation or other remediation to protect neighbors and property values. County staff and the sheriff were thanked for engaging with the neighborhood; supervisors and staff said they would follow up on enforcement and condemnation processes where warranted.
BARC asked the board to support fundraising and noted the shelter would serve the county’s growing residential population; Lane said the facility would reduce the number of residents going outside the county for animal services and provide space for community education and adoptions.
The board thanked BARC for its fundraising work and asked staff to coordinate any enforcement action and to advise the board on legal and public‑safety steps regarding the alleged neglect case.
