Residents filled the chamber to oppose a proposed rezoning for roughly 29 acres at Callahan Road and Colonial Highway that would enable a new residential subdivision. The developer revised an earlier concept from 84 lots down to a plan showing 48 lots on the parcel before the board. The Planning Commission had recommended denial 5‑1.
Speakers, including long‑time property owners, cited traffic and safety concerns at the Callahan/Route 24 intersection, down‑gradient drain fields and septic‑reserve issues, the visual and rural character impacts of a higher‑density plan, and what many called inadequate notice. Several neighbors urged denial or at least a longer review period to let the Concord/Rustburg area supervisor and residents examine the details.
The applicants said they had reduced density, increased average lot size to roughly half an acre for most lots, changed interior street layouts to eliminate driveways on primary roads, and prepared force‑main and drainage plans to address sewage and stormwater concerns. They said draft covenants and soil evaluations are available or will be provided to staff.
After extended debate the board recorded a 3‑3 tie on a motion to deny; under board procedure that left the application unresolved. Supervisors voted to table the matter to next month and keep the public hearing open so the absent district supervisor can review constituent concerns and staff can collect any missing soil and covenant documentation. No final approval was granted; the petition will return to the board agenda.
