The Augusta County Board of Supervisors approved a proffer amendment requested by EJ's LLC to alter zoning requirements for roughly 8.9 acres in Stuarts Draft, reducing the minimum square footage for single‑family homes from 1,800 to 1,400.
County planning staff told the board the property had been rezoned in 2004 with proffers and that the planning commission visited the site and unanimously recommended the change (7–0). The developer supplied a concept plan to show typical house sizes and how they could fit on the lots, but staff noted the concept plan was illustrative and not proffered.
Supervisor Miss Bray, who said she had spent substantial time meeting with both supporters and opponents of the change, moved to approve the amendment. "So with all of that together, I want to make the recommendation that the amendment be approved and changed to the 1,400," she said. A fellow supervisor who visited the neighborhood seconded the motion and related conversations he had with a resident who asked for single‑level homes.
Board discussion focused on water/runoff, traffic impacts and whether smaller homes would affect property values. Several supervisors said the smaller homes would likely generate fewer vehicles per household and were a reasonable accommodation to the developer's plan; others noted constituent concerns. The motion passed with a recorded vote of 6 yes, 1 no.
The planning‑commission recommendation, staff review and the 6–1 vote were the procedural steps recorded in the public meeting; the revised proffer and any subsequent plan submissions will determine final lot layouts and home designs.
