District rejects bids for bus infraction detection system after pricing discrepancies; will reissue solicitation

Leon County Schools' purchasing office told the board on July 29 that it had rejected all bids for an RFP seeking a school bus infraction detection system after finding inconsistencies in the cost proposals.

Purchasing staff said four timely responses were received; during cost review the team identified proposals that included a "fee per infraction," which staff interpreted as not allowed under the applicable statute for this procurement structure, and an erroneous $25 fee reference tied to the Emergency Medical Services Trust Fund. The purchasing presenter said those elements created an uneven evaluation field and, to preserve fair competition, the office posted a "reject all" on July 7 and intends to reissue the solicitation with corrected pricing structure.

"Because of these discrepancies...it would be in the best interest of the District to go ahead and reject all replies," the purchasing presenter said. Staff said they consulted Transportation, Safety and Security, the CFO and Risk Management during a technical review and no intents to protest were filed during the 72‑hour protest window. The procurement team plans to reissue the RFP promptly with clarified cost requirements and to keep the process within the statutory timeframes that preserve exemptions for bid documents.

The board voted to approve the reject‑all action unanimously. Purchasing said the district will resolicit the procurement with explicit language about allowable pricing elements.
