Duval County School District staff told the agenda committee the district is actively addressing a staffing shortage that shows up in current vacancy data and in the number of teachers assigned ‘out of field.’
On HR metrics, Miss Watkins said the most recent dashboard recorded 289 vacancies and that about 40 applicants were still awaiting background screenings. "We have approximately about 40 individuals that are still awaiting background checks," she said. She added that the district held an emergency onboarding session to reduce delays and that onboarding typically takes 3–4 weeks in normal circumstances but has stretched to 6–8 weeks during recent backlogs.
Board members questioned where candidates were stalling and described cases in which applicants waited so long they left the area. Staff said the district is implementing HR software to track applicants through the pipeline so principals, HR and other staff can see where a candidate is held up and intervene.
On teacher certification, Miss Watkins reported the district has "a little over 1,400 teachers that are out of field. To be exact, 1,488." Board members asked whether out‑of‑field teachers are concentrated in particular schools; staff replied that concentrations exist and that district teams prioritize difficult‑to‑staff buildings for additional support. The board heard that teachers must receive written notice of out‑of‑field assignments, sign the acknowledgement and that parents must be notified when their child’s teacher is out of field. Professional learning and college coursework are available to help teachers regain in‑field status, with some district training offered at no cost.
