School board approves third amendment with Navigate360 for visitor, volunteer and emergency management

Chief Montgomery told the Citrus County School Board that a cross-functional evaluation committee unanimously recommended signing a third amendment to the district's agreement with Navigate360 LLC to handle visitor management, volunteer screening and emergency-management tools. "We had a committee that convened ... 100% voted in favor of Navigate360," Montgomery said during the special meeting.
Montgomery described practical differences between the district's existing vendor, Raptor, and Navigate360: Navigate360 integrates volunteer management, visitor check-in, reunification and emergency after-action reporting. He said the district previously paid Raptor $36,740 and that Navigate360 offered a bundled price of $39,675, a difference Montgomery described as "about $2,900," and added that Navigate360 charges $15 for the level-2 background-screening that the district requires.
Board members pressed staff on operational details: how photos are captured, whether the $15 screen renews annually, and parent/guardian linking. Montgomery explained applicants create an account, upload a driver's-license photo, and that iPad check-ins capture visit photos; the $15 screening populates on a profile and the vendor's renewal workflow should avoid redoing the full application each year. He said Navigate360 also provides mass messaging features similar to ParentSquare and can track volunteer hours electronically.
Several board members raised concerns about accuracy and false positives with the previous vendor. Montgomery said the district has cleaned up its trespass entries and believes the new system's photo capability and improved data will reduce mismatches. The board voted to approve the third amendment by voice vote; no roll-call opposition was recorded.
The vote authorizes staff to implement a phased rollout: volunteer management begins first with district training and an October pilot at Pleasant Grove Elementary, after which visitor management and drill-management features will be phased in districtwide.
Next steps: staff will complete administrative onboarding, publish a rollout schedule for parents and schools, and supply the board with any outstanding implementation details (parent ID linking and exact renewal mechanics) that were requested during the meeting.
