Citrus County School Board approves multiple policy updates, staff appointments and budget amendment

The Citrus County School Board approved a package of policy updates, several personnel appointments, and a budget amendment during its regular meeting.
Policy updates adopted after public hearing included policy 2.24 (collective bargaining), policy 4.16 (dropout prevention), policy 5.77 (high school equivalency/GED eligibility), athletics policy 5.80/5.82 (language on interscholastic participation and sudden cardiac arrest/heat‑related illness), repeal and replacement of policy 6.37 (employee discipline, suspension and dismissal), and policy 9.3 (community use of facilities). Staff told the board some changes merely codify statutory requirements; board members noted statutory constraints on local discretion for certain items.
The board also approved instructional and support recommendations listed on the Goldenrod and confirmed personnel appointments: Elizabeth Moran as assistant principal at Lecanto High School (effective July 17, 2025); Colleen Strickland as director of Withlacoochee Technical College (effective July 14, 2025); and Charles Brooks as assistant principal at Citrus High School (effective July 17, 2025). Each appointment was moved, seconded and approved by voice vote.
Finance reported several fund highlights: general fund revenues rose about 4.5% while expenditures increased about 4.87%, the capital fund balance showed modest growth tied to impact fees for Floral City Elementary, and debt service reserves were being saved toward a $35 million bond payment due in 2027. The board approved budget amendment number 9 for May 2025 by motion.
The board also acknowledged $13,261.22 in community donations to district programs and schools. All recorded motions in these agenda sections carried by voice vote with no recorded roll-call opposition.
