Board approves design-build contract for Air Academy High School and relocation funding for Village program

Staff said the design contract would be paid incrementally and that any later change in federal funding would limit financial exposure to only completed work. The resolution passed on a roll-call vote with all board members voting Aye.
Village program relocation: Trustees also approved Resolution 291-25 to revise the appropriation for relocation of the Village Middle School program to Mountain Ridge Middle School for 2025-26. Operations staff said initial February estimates were refined after an RFP and that responses from competitive contractors increased overall cost estimates; the board approved moving site reserve funds (about $134,000) plus a portion of proceeds from a recent site sale (about $295,000) to cover the gap. Operations staff described competitive procurement (13 firms responded) and cost escalation drivers, and urged the board that these adjustments followed standard RFP and value-engineering steps. The resolution passed on a roll-call vote with all board members voting Aye.
What's next: Staff said they will return with design documents and a later resolution if and when the full construction award is finalized and when federal funding agreements are clearer.
