St. Louis County councilors and contractors press for clearer procurement rules, stronger enforcement

The session, led in large part by Councilwoman Lisa Webb, focused on definitions, oversight and new contracting tools. "We will move forward to make sure that we have a procurement process that would encourage people to do business with St. Louis County, weed out and hold bad actors accountable, and then at the same time be able to actually become opportunity central as it pertains to procurement," Councilwoman Webb said as she introduced the stakeholder-driven draft.
Procurement director Steve Mifflin described the proposed "best value" method for awarding contracts, saying it would allow the county to award based on "price and other relevant factors, which taken together are deemed to provide the best overall value to the county rather than the lowest…
