Ethics office reports FY25 surplus, seeks one-time funds to cover new one-year staff position

Committee staff presented the fiscal closeout and the FY26 budget proposal and explained personnel changes that drove the request for a temporary funding injection.
Staff reported a FY25 surplus of $63,437 "and change," attributing part of the variance to filled vacancies and the timing of travel vouchers. The FY26 proposal is largely unchanged other than a $32,000 personal-services increase for step and cost-of-living adjustments and a one-time $70,000 authorization from ledge council to fund the newly created one-year position that brought Jamie on board.
"We had a surplus of $63,437 and change," staff said, adding that the ledge-council authorization helped the office address a backlog created by multiple interim staffing changes. Staff also explained they intentionally overspent commodity lines to acquire printer cartridges and that an outstanding travel voucher affected travel totals.
Chair Joyce Anderson thanked staff for the staffing update and for the work of the new hire in drafting a travel-policy outline and retention guidance. The committee did not change the adopted FY26 budget during the meeting; members accepted the staff report and asked staff to circulate detailed line items to members.
