The Village Board voted Aug. 12 to authorize membership in the Intergovernmental Personnel Benefit Cooperative (IPBC) via Ordinance 2025‑095. Manager Timoney (staff) told the board the move is intended to stabilize health‑plan cost volatility and take advantage of pooled purchasing power and member dividends.
Timoney said membership would be taken to the IPBC executive board in September for approval, with the village working on account onboarding before Dec. 1 to align open enrollment and plan administration. Staff proposed a 13‑month transitional plan year (Dec. 1, 2025–Dec. 31, 2026) to realign the village’s plan year to a calendar basis.
Timoney estimated about 85 village employees would remain on the village plan (about 13 employees will transition to LakeCom as part of a communications consolidation) and approximately 30 retirees are currently on the plan. The board voted unanimously in favor of the ordinance.
The change will keep the village’s Blue Cross Blue Shield plans in place while bringing administrative onboarding and wellness resources available through IPBC.
