The Village of Vernon Hills’ Committee of the Whole on April 15 directed staff to prepare ordinances to implement Planning & Zoning conditions for a proposed Raising Cane’s drive‑through at 151 East Town Line Road.
Director Jennings summarized a multi‑phase review that began in February 2023, including traffic studies commissioned by both the petitioner and the village, additional site engineering reviews since January 2025, and a Planning & Zoning hearing on April 2. Staff said P&Z gave a positive recommendation on the special‑use and site entitlements but did not recommend approval of one drive‑through wall sign elevation; the remainder of the sign package received positive recommendations after the project team agreed to remove a canopy sign.
Jennings told the committee the commission raised issues about potential speed bumps, grand‑opening traffic management (Raising Cane’s historically draws large crowds at openings), landscaping, and whether a short sidewalk segment would trigger a sidewalk‑installation requirement. The staff recommendation left unresolved engineering and permitting details (storm drain, hose bib, trash enclosure) to the engineering division and Lake County Public Works.
Project representatives said they would provide on‑site traffic management during opening weeks and could use cones and staff to manage merging lanes in the double drive‑through during high volumes. The property owner and manager (Teraco and the Hockburg family) committed to working with village engineers on drainage and trash‑area details.
At the committee meeting trustees discussed signage aesthetics and wayfinding, grease and sanitary system details, and opening timing. The motion to direct staff to prepare ordinances consistent with the Planning & Zoning Commission passed by roll call with one No (Trustee Oppenheim). Board members asked staff to include Planning & Zoning’s sign decisions when drafting ordinances.
