The Village Board on Dec. 17 approved an amendment to the Aspen Point planned‑unit‑development and a pair of outdoor‑dining permits for restaurant operators in two shopping centers.
An ordinance amending the Aspen Point PUD (Ordinance 2024‑156) cleared the board to allow cosmetic architectural changes at Hacienda Real, 371 W. Town Line Road, including painted brick, an accent wall around the main entrance and exterior tile accents. Staff said the ordinance includes conditions requiring that paints and tiles be applied per manufacturer specifications and that a large illustrative sign shown in the exhibits would require a separate sign‑code variation if the petitioner elects to keep it.
Petitioner representatives said the work is cosmetic and intended to be completed in early spring with painting scheduled for favorable temperatures to ensure durability. During the presentation Trustee Schenck asked about timing and long‑term maintenance; staff responded that installation and any required tarping/heating techniques would be coordinated with the village and that painting does not require a permit but will be expected to follow manufacturer temperature and surface‑prep guidelines.
The board then approved Resolution 2024‑036, granting an outdoor‑dining permit tied to the PUD amendment. Both the ordinance and the resolution passed on roll call with all present trustees voting Aye.
Separately, the board approved Resolution 2024‑437 to allow an outdoor‑dining permit for Nirvana Wine & Grillery at Unit 100, Hawthorne Row. Centennial Real Estate’s Sam Whitebread said the proposed roofed dining structure and furniture would create a more robust seasonal dining experience; staff noted the request deviates from Hawthorne Row tenant storefront design guidelines (opaque roof, furniture left outside overnight and a larger projection of the roof) and recommended that the deviations be documented and coordinated with the landlord. The petitioner and Centennial said the target opening is March 2025. The resolution passed by roll call with the trustees present voting in favor.
Staff noted that where tenant proposals deviate from PUD design guidelines the village will document the deviations and that any required landlord sign‑code approvals or additional sign code variations remain the applicant’s responsibility.
