Vernon Hills board sends Raising Cane’s concept to technical review after traffic presentation

Developers and traffic engineers told the Vernon Hills Village Board on Nov. 12 that a proposed Raising Cane’s at the Town Line/Lakeview site can be engineered to accommodate projected drive‑through and parking movements, and the board voted to advance the concept to technical review.
Scott Gendell, CEO of Teraco Inc., said the development team and three independent engineers — the applicant’s consultants plus the village’s CivilTech review — found the site could handle projected traffic and that engineers had identified on‑site changes to improve flow. "We could probably accommodate three to four times the traffic that we're projecting on a conservative level," Gendell said, citing independent traffic modeling.
Traffic consultant Bridal May (KLOA) described specific on‑site measures: additional drive‑through signage directing incoming vehicles, a do‑not‑enter sign to separate inbound and outbound movements, updated striping, crosswalk marking, and speed bumps to reduce pedestrian conflicts; consultants also recommended adding a right‑turn pocket at the Lakeview Parkway egress to increase stacking capacity. KLOA’s modeling used comparable Raising Cane’s sites and industry trip‑generation rates to estimate peak queues and concluded average egress delay to Lakeview Parkway of roughly 12–14 seconds per vehicle with available gaps at the signalized intersections.
Village staff noted jurisdictional signal timing and that any downstream signal‑timing adjustments would require coordination with Lake County DOT or IDOT. Police leadership said they were comfortable with the engineering assessment if counts and mitigation details hold. The board expressed a preference to send the proposal to technical review; Planning & Zoning will hold a public hearing and provide a recommendation before any formal village board vote.
Next steps: the concept will enter technical review, the village will seek a formal Planning & Zoning recommendation, and the board will receive a public‑hearing record and staff recommendation before final action.
