Virginia Beach council approves consent agenda including FEMA grants, DHR funds and multiple board appointments

The Virginia Beach City Council unanimously approved a multi-item consent agenda on Sept. 16 that included ordinances to accept and appropriate state and federal grants, budget carryforwards and other administrative items, and then confirmed a slate of appointments to boards and advisory commissions.

Council Member Henley read the consent items aloud before the vote. Key items included an ordinance to add Ocean Hills neighborhood to several city-code sections related to residential permit parking; a $8,775 grant from the Virginia Department of Historic Resources to support a national-register nomination for the U.S. Coast Guard Station (with an $8,775 local match); and multiple Federal Emergency Management Agency (FEMA) grants to the fire department: $669,568 for Virginia Task Force 2 administration; $51,129.38 plus $1,533.88 for Texas flood mobilization; and smaller FEMA amounts for mobilization and equipment totaling $17,575.66 in two separate entries. The council also approved carrying forward $10,867,297 into the FY2025–26 operating budget for previously approved purposes.

Following approval of the consent agenda on a voice vote recorded as 11–0 (including verbal votes from remote members), council took up Item 11 and other business. Later in the meeting, the council confirmed multiple appointments — including student and alternate members on planning, historical and advisory bodies — and approved that slate by voice vote recorded as 11–0.

The vote cleared routine administrative items and directed staff to implement the appropriations and grant-funded activities identified in the consent documents.
