Leahy said SPSA selected Commonwealth Sortation (an LLC that will rely on AMP Robotics technology) after an RFP and due diligence. He told the council the contractor would invest about $200,000,000 in new regional processing facilities and that the contract would contractually guarantee a minimum 20% direct recycling rate and a 50% landfill‑diversion rate after three years.
"There will be no more capacity added to the regional landfill beyond what was just permitted," Leahy said, describing the permitted final build‑out of the regional landfill and calling capacity "finite."
