Speakers emphasized the project’s transit proximity and partner services, and said rezoning is necessary to preserve critical funding streams; VBCDC asked council to approve the planning commission’s recommendation. Buckner Woods residents and VBCDC staff described multiple rounds of outreach and design charrettes; council members said they valued both the affordable housing and the service‑partnership model.
Council voted 11–0 to approve the conditional rezoning. Council members noted this is a highly intentional supportive‑housing project and thanked applicants and neighbors for their engagement.
