Planning Commission recommends approval of Richard Davis short-term rental with conditions

The Virginia Beach Planning Commission recommended approval Aug. 13, 2025, of a conditional use permit allowing Richard A. Davis to operate a short-term rental on a seasonal basis.
Richard A. Davis stated he plans to operate the property as a short-term rental in the summer and confirmed he agreed to the terms and conditions presented by staff. Commissioner Plumlee asked whether required signage was posted; Davis said three notice signs (north, west and south sides of the building) remained in place and that he had not received objections from neighbors.
Commissioner Plumlee moved to approve the short-term rental application and the motion was seconded by Commissioner Hippen. By recorded vote the commission recommended approval 10–0. The recommendation will be forwarded to the City Council for final action.
