COLUMBUS — Vice Chair Lorenz told the House Development Committee that House Bill 17 would reclassify personally owned, noncommercial storage condominiums — often called car condominiums — as residential real property for property-tax purposes.
In sponsor testimony, Lorenz said constituents had raised concerns that individually owned storage units were being taxed at nonresidential rates even though owners use the units for personal storage of vehicles, boats and household items. The bill would treat storage condominiums as real property when an individual holds direct ownership and would classify those units as residential property under section 5713.041(B) of the Ohio Revised Code; the sponsor emphasized the change would not apply to businesses.
Lorenz said a prior bill had addressed car condominiums specifically and that this proposal expands the classification to cover other individually owned storage units. Committee members asked clarifying questions about whether ownership by an LLC would be covered; Lorenz answered that the bill targets individuals with direct ownership, not entities organized as businesses.
The committee took no formal action on House Bill 17 during the hearing; the item was presented and closed as the bill's first hearing.
