Jim Kelly sought planning permission to operate a short‑term rental at a unit in the Seacrest Condominiums (20 First Street). Kelly said he wanted the option to operate professionally managed short‑term rentals in the future and that if the permit lapses unused within two years he understood he would be in the same position again. Staff clarified that condominium bylaws remain enforceable regardless of city approval and that the issuance of a city permit does not negate private bylaws; enforcement of condo bylaws is separate from municipal enforcement.
