Separately, Bradley and Neddy Kane sought approval for 13 dogs. Neighbors directly adjacent testified that dogs sometimes barked, charged the fence and created a nuisance; some neighbors said the dogs appeared well cared for but expressed concerns about scale and repeat litters. Commissioners raised the difficulties of monitoring a household so far above the city standard (four dogs) and emphasized available mitigation such as spay/neuter and periodic compliance checks. After deliberation the commission voted to recommend denial of the Kane conditional use (9–1), citing neighborhood impacts and the need to adhere to city standards.
Outcomes: Barrett recommended for approval (10–0); Kane recommended for denial (9–1). Commissioners left open the possibility of conditions such as spay/neuter requirements and periodic compliance reviews in other cases.
