Streets & Sidewalks committee to draft helmet and classification rules for e-bikes and scooters

The St. Marys Streets & Sidewalks Committee reported on discussions about e-bikes, scooters and pedestrian safety and will draft an ordinance to address classification and helmet requirements.
Committee members said Sept. 15 discussions covered where e-bikes and scooters are permitted, enforcement at stop signs, sidewalk riding downtown, and whether scooters should be classified alongside bicycles. "Ebikes are classified as a bicycle, so they technically fall under the same laws as a bicycle," a committee spokesperson said. The committee asked Mister Farrell to prepare a draft ordinance that would require helmets and clarify where and how e-bikes and scooters may be operated downtown; officials also said they plan new signage on Spring Street to indicate where bikes are not permitted on sidewalks.
The committee plans another meeting on Oct. 15 in the council chambers to review Farrell’s draft and discuss pavement markings and helmet age requirements. No formal ordinance was introduced or voted on at the full council meeting; the item remains at the committee stage.
