Virginia Beach council approves multi-item consent agenda, appoints member to stormwater board

The Virginia Beach City Council voted to approve a multi-item consent agenda during its meeting on June 24, 2025, approving budget appropriations and administrative items and appointing a member to a city board.
The consent agenda, read aloud by Vice Mayor Wilson, included: an easement across a portion of city pipeline property to Jarrett Energy Facility LLC; temporary encroachment authorizations for private docks and riprap in Districts 6 and 9; acceptance and appropriation of $6,402 from the Commonwealth for the office of the voter registration officer to cover salary adjustments; appropriation of $603,546 from the general fund balance and $98,252 from the tourism investment program for the city's FY2026 contribution to Hampton Roads Transit; and an ordinance to appropriate funds from the Police Federal/State Seized Asset Special Revenue Fund for police software, equipment and training. The agenda also included an ordinance to donate a vehicle to the Currituck County Sheriff’s Department.
After brief discussion, including a council request to follow up separately on public concerns raised during comment, the council approved the consent agenda by a verbal roll call vote announced by the clerk: the council approved the package by an 11-0 voice tally.
The council also approved the appointment of Mike Mouch to the stormwater advisory/management board, moving him from his role on the planning commission. The clerk announced that the appointment was made following the affirmative vote.
Procedural items earlier in the meeting included certification of a closed session and approval of meeting minutes from prior sessions, both completed by verbal roll call with abstentions noted where applicable.
The council moved next to open mic for additional public comments and new business.
