City planning staff briefed the council on a significant rezoning application covering roughly 113 acres along Manning Road that would rezone two parcels from agricultural to Residential Low‑Medium (RLM).
Kevin Wine, director of planning and community development, said the applicant proposes a conditional rezoning with a maximum of about 300 single‑family lots (approximately 2.85 units per acre), delivered as a cluster subdivision preserving about 45% of the property as open space. Wine said proffers include a $1.9 million cash contribution toward school capacity improvements at Kilby Shores Elementary School.
Wine noted the property is designated 'suburban neighborhood' in the 2045 comprehensive plan and that the planning commission was briefed on the item; the commission will hold a public hearing Oct. 21 and, if recommended, the council could hold a public hearing Nov. 19.
Council asked procedural questions and staff described next steps, including required plan‑of‑development review and coordination with Norfolk Southern where an abandoned railroad right‑of‑way bisects the site. Wine emphasized that the layout shown was conceptual and not proffered as final.
