Paul Rettell, director of public utilities, told council that the city submitted its initial inventory in October 2024 and must now verify lines listed as 'unknown.' Using a predictive computer model (consultant CDM Smith) to target high‑probability areas, the city plans multiple rounds of field verification involving vacuum excavation test holes.
Rettell described the process: contractors will vacuum‑excavate a roughly 12‑inch‑diameter test hole adjacent to the meter, document materials on both the public and customer sides with photographs and records, then restore the site. He said the inspection takes about 30 minutes, will not interrupt water service and the customer does not have to be present. Mailers will be sent and door‑hanger notices placed roughly one week before work at a residence.
Rettell clarified that while the city will recommend owners replace questionable private‑side plumbing, current federal rules do not require the city to compel replacement of internal household plumbing. Council member Richter asked whether meter‑box inspection alone is sufficient; Rettell explained that meter‑setter devices can mask the true pipe material and that vacuum excavation is needed for conclusive verification.
