The Newport News City Council on Sept. 9 adopted two zoning text amendments to reordain sections of City Code Chapter 45 to reflect recent language enacted by the Virginia General Assembly.
City staff introduced ZT-2025-0003, amending Article 32 to add the enacted state language on the procedure for appeals of alleged administrative errors under section 45-3202, and ZT-2025-0002, amending Article 35 (administration, enforcement, violation penalty and remedy, section 45-3501) to expand civil penalties for repeat or serious zoning violations. No members of the public spoke on either item. Both items passed on motions to close the public hearings and adopt the ordinances; each vote was recorded as 7-0.
City staff explained the changes were technical and intended to align the city’s procedures and penalties with statutory updates from the General Assembly. Council discussion did not identify additional local amendments or conditions. The adopted ordinances will be codified in the city zoning code and administered by the Planning Department and Code Enforcement.
