The Newport News City Council voted unanimously Sept. 9 to adopt a conditional use permit (CU2020Five-five) allowing Volvo Center Associates LLC and Taylor's Smoke (Latasha Vinnie of Taylor's Smoke referenced) to operate a Type 2 nightclub and a 4,000-square-foot suite at 639 Pilot House Drive in a C-1 retail-commercial zone.
Council opened the public hearing and heard no members of the public speak for or against the application. Councilman Neal, who said he had visited Taylor's Smoke on several occasions, told the council he found the establishment professional and enjoyable. Council subsequently closed the public hearing, moved to adopt the ordinance and recorded a 7-0 vote in favor.
The ordinance was presented by city staff during the meeting as an item to permit the nightclub use on a 2.66-acre parcel. City staff recorded the vote as motion carried, 7-0; the council then moved to adopt the ordinance and again recorded a 7-0 vote. The council did not identify any conditions or amendments to the permit during discussion.
With the vote complete, the council proceeded to other zoning amendments and consent items. The council did not record any public opposition during the hearing. The next procedural step is incorporation of the approved conditional use into the city's zoning records and any necessary permit processing by city departments.
