Councilmembers moved to amend the FY26 Council Community Grant Program to extend application, allow a one-time clemency period for missing documentation and schedule final allocation meetings in December. The resolution — sponsored by Councilman Smiley and multiple colleagues — calls for an extended application deadline of Oct. 17, 2025, and allocation votes at council meetings on Dec. 2 and Dec. 16, 2025.
The amendment includes a one-time clemency window from Sept. 24 through Oct. 1 for organizations to submit missing interview reports and supporting documentation required for FY25 community-grant eligibility; the resolution states that incomplete documentation submitted after the window would leave organizations ineligible. Grant administrator Valerie Lewis told council members that the final reporting deadline remains in May and that allocations, once approved, can be spent between July 1, 2025 and June 30, 2026, with contract processing and payment timing taking 60–90 days.
Council members discussed the need for additional application workshops and requested at least two supplemental workshops timed to support the extended deadline. A friendly amendment was accepted to ensure December allocation meetings result in 100% funding allocations for groups meeting the extended deadline and documentation conditions.
Council voted to send the amended resolution downstairs with same-night minutes; staff said allocations may not reach grantees until early 2026 due to contract processing timelines but that the allocation period for expenditure will span FY2026.
