Planning Commission approves garage expansion at 3706 Farmington Road

The Minnetonka Planning Commission voted unanimously Aug. 21 to approve an expansion permit for a new garage at 3706 Farmington Road.
Staff planner Ms. Rooney told commissioners the proposal would replace a 24-by-24 garage with a 26-by-30-foot structure on a one-acre lot south of Minnetonka Boulevard and west of Shady Oak Road. She said the addition would retain existing nonconforming setbacks (about 8 feet, 8 inches on the side and roughly 32 feet from the property line) and sit about 50 feet back from the street. "It meets all the height requirements for the accessory structure," she said.
Contractor Troy Mason, representing the owners, said the property’s existing impervious surface is approximately 8 percent and the proposed work would bring the site to roughly 6 percent. He told the commission the driveway work would help redirect runoff away from the neighbor; "the driveway will actually help with runoff," Mason said.
Neighbor Marsha Wilder of 3712 Farmington Road spoke in favor of the project, telling the commission she and other nearby residents support the change. Staff clarified that a driveway permit is required only if the width at the right of way increases, and that a driveway permit may be applied for concurrently with the building permit.
Commissioners noted the addition does not increase encroachment toward neighbors and that surrounding homeowners were supportive. Commissioner Henry made the motion to adopt the resolution approving the expansion permit; Commissioner Minion seconded. A roll call recorded five affirmative votes (Brink, Henry, Minion, Waterman and Chair Maxwell), and the motion carried. Chair Maxwell said the decision is final but may be appealed to staff in writing within 10 days.
The decision addresses local zoning and building permits only; staff indicated that natural-resources and engineering reviewers will evaluate final building-permit materials for any runoff mitigation required during permit review.
