Tennis and Pickleball Commission votes to end payment plans, approve short-term memberships effective Sept. 1

The Tennis and Pickleball Commission approved a new membership fee structure that ends installment payment plans and creates monthly, three-month and six-month options, with an annual membership remaining the only option eligible for block-time reservations. Speaker 1 introduced the proposal and Speaker 4 moved to approve the change with Speaker 7 seconding; the motion passed by voice vote.
Staff explained the change is intended to reduce unpaid installment accounts. Speaker 5 told the commission, "With the payment plan, we become bill collectors, and we really have no mechanism to actually collect that bill," and said staff has identified many members who paid an initial installment and then stopped paying. Staff recommended a phased implementation so existing installment agreements would be honored until their scheduled expiration and proposed a Sept. 1 start date for new sales under the revised policy.
Commissioners pressed for detail on rates, resident discounts and senior eligibility. Staff directed commissioners to the packet for a rate breakdown and confirmed resident discounts will remain; speakers noted the senior discount age is 60. Staff also emphasized short-term memberships would not include block-time privileges, which remain an incentive for annual members.
The commission did not direct immediate debt collection activity for past-due accounts; staff said they will draw reasonable lines about what balances to pursue.
