Presidio and administration said negotiated savings on architectural basic fees—cited as about $2.3 million—helped create budget flexibility to consider design‑related add‑ons.
Contractors and construction managers discussed project budgets and contingencies in public Q&A. Trustees pressed teams on several technical items before voting: waterproofing details for balcony/second‑floor finishes, the scope and pricing assumptions used for GMPs prepared from 90% construction documents and how alternates (for example Building C at the Northwest Early College campus) might be funded from buyouts or contingency rather than disrupting baseline budgets.
After the clarifications, the board approved a GMP for the Northwest Early College project presented by Jordan Foster Construction in the amount referenced in the agenda packet and separately approved a GMP for Anna Davenport Elementary from LDCM Solutions. Trustees requested follow‑up RFIs on specific waterproofing systems, confirmation that digital artwork assets and licenses will be preserved during construction coordination, and a plan for how program contingency would be allocated to missing alternates if buyout savings materialize.
Administration and the program manager said they would return with additional detail when contingency moves between projects are recommended for board approval.
