Bartlett to use $450,000 CDBG grant to upgrade AG Warner treatment plant

The Board approved acceptance of a $450,000 Community Development Block Grant (CDBG) to fund upgrades at AG Warner Water Treatment Plant No. 2 on Woodlawn.
John Horn, director of engineering, told the board the grant will be used to replace high-service pumps, electrical motor-control centers, automated transfer switches, valves and fittings, and to construct a new lab and office. Horn said construction plans are ready to bid in the coming weeks; when the low bidder is selected the board will be asked to approve a construction contract.
Horn said the estimated total cost for Plant No. 2 is about $1 million, so the $450,000 grant would cover roughly half of the work. He added the city is in a favorable position to apply for another $450,000 in the near term, which would bring total potential grant funding to $900,000 but noted that additional funds are not guaranteed.
Vice Mayor Young moved to approve acceptance of the CDBG grant and the associated contract; the motion passed unanimously, 5–0.
Why it matters: The funding will finance equipment and facility upgrades at a decades-old treatment plant, improving reliability and laboratory capacity for the system that serves portions of the city.
Next steps: Staff will advertise the construction bid package, select a low bidder, and return to the board to seek construction contract approval.
