Bartlett approves $3.7 million design contract to address Fletcher Creek sewer capacity

The Bartlett Board of Mayor and Aldermen on Sept. 23 approved a $3.7 million design contract with Barge Design Solutions to design a sewer equalization (EQ) tank and related gravity sewer upgrades for the Fletcher Creek sewer basin.
John Horn, the city’s director of engineering, reviewed a multi-year study that began in 2019 after a City of Memphis report requested holding tanks to reduce flow rates during rain events. He said two developer-built holding tanks (T1 and T2) constructed as part of 2022 development are operating and maintained by the city, but a third tank is still required. The city’s engineering firm recommended a 1.5 million-gallon tank to meet current obligations; Horn said the proposed project would construct a 2.5 million-gallon tank to capture existing flows and add capacity for future development.
Horn said the city issued an RFQ in June and, on July 3, selected Barge Design Solutions to provide design services. The negotiated scope submitted for approval totals $3,700,000 and was budgeted in the FY26 adopted budget at $3,900,000. Horn told the board the plan would include both the EQ tank and a new gravity sewer line to accommodate future flows.
The board moved to approve the design contract and voted unanimously, 5–0.
Why it matters: The design work is intended to reduce sewer flows into the Memphis system during storm events and to unlock development potential in the Fletcher Creek basin by providing required sewer capacity.
Next steps: Staff will execute the design contract with Barge Design Solutions, proceed to bid and procurement for construction, and return to the board for approval of construction contracts.
