White then presented Ordinance 25-05, a new telecommunications ordinance that separates telecommunications providers from the cable rules and imposes similar protections and minimum insurance requirements. Vice Mayor Young moved to approve, Alderman Williams seconded, and the ordinance passed unanimously, 5–0.
