Council awards Groveland storm‑sewer contract; MPCA grant covers most costs

The Minnetonka City Council on Aug. 25 voted to award the contract for the Groveland storm sewer improvements (phase 2) to Jewel Underground for the low bid of $239,215.11. Public Works staff said the project upsizes existing storm infrastructure near Minnetonka Boulevard and Groveland School Road adjacent to Groveland Elementary and Groveland Park and is part of the city’s water resources management plan.
Project funding: staff noted the city received a Minnesota Pollution Control Agency (MPCA) grant for $440,000 that will cover most of the project cost; council previously approved the grant agreement in February and authorized bids in July. The total project budget is $490,000; the motion included authorization for the city engineer to expend allocated funds provided the total cost does not exceed that budget.
Schedule and bidding: staff said bids were opened on Aug. 14 and the city received nine bids. If council’s action proceeds, construction would begin this fall and could be completed by early winter.
The motion to award the contract was made by Councilmember Schack, seconded by Councilmember Calvert, and approved on a roll call vote.
