Minnetonka staff recommended that the city reject bids for the 2025 sanitary sewer lining project (Project No. 25908) after only one bid was received when bids opened Aug. 28. Public Works staff said the project would line roughly 8,400 feet of 8- and 10-inch pipes in neighborhoods north of Highway 394 and west of Hopkins Crossroad using cured-in-place or similar trenchless lining. "We did only receive 1 bid, which is primarily the reason for the staff's recommendation to reject bids," Mr. Manchester told the council.
Council questioned timing and whether fall is a difficult season to attract contractors; staff replied that spring rebids typically draw more interest because winter schedules and workloads reduce bidders in the fall. Councilmember Wilburn moved to reject the bids and Councilmember Calvert seconded. The council approved the motion by roll-call vote.
Staff said they will return in 2026 with recommendations on scope and timing, and consider combining work with other projects to attract competitive bids.
