The Minnetonka City Council on Sept. 29 introduced an ordinance to rezone 14915 Margaret Place from I-1 (Industrial) to R-1 (Residential) and referred the application to the Planning Commission.
City planner Susan Thomas told the council the parcel was rezoned to industrial as part of a larger plat in the 1980s while the comprehensive plan remained low-density residential, creating a nonconforming situation. "This rezoning really would remove the non conforming status of that existing home," Thomas said, and would align zoning with the comprehensive guide plan, which staff said is required under state law.
The owner requested rezoning so the property could be used as a licensed residential care facility serving six or fewer residents if desired; staff noted that group homes of six or fewer residents are generally not subject to local review. Councilmembers raised concerns about clustering of small group homes and neighborhood impacts but repeatedly acknowledged the city's limited authority over 6-or-fewer residences under state law.
Councilmember Wilburn moved to introduce the ordinance and refer it to the Planning Commission, with approval or modification of the notification area; Councilmember Romilly seconded. The roll-call vote was recorded as unanimous and the motion carried.
Next steps: the Planning Commission will consider the rezoning and return a recommendation to the council as part of the formal ordinance process.
