The Lawrence Alliance for Education on Sept. 10 approved a request to subdivide and transfer about 4,907 square feet of school‑owned land at 47 Hamlet Street to an abutting homeowner under the city's long‑standing "yard sale" program.
Daniel McCarthy, the city planning director, told the board that the parcel sits on granite ledge and is effectively unusable by the school. He said the city sells such small, limited‑use parcels for about $1 per square foot; "It's gonna be about $5,000. $4,907 exactly," McCarthy said, adding that buyers must also pay legal, planning and registry fees that could bring their total cost to roughly $10,000.
Board members asked whether the buyer could expand the existing house; McCarthy said additions would be subject to zoning and permitting and would need to avoid a 20‑foot buffer from the ledge for water and safety reasons. The board approved the transfer as presented and asked staff to note, for the city council, the superintendent's suggestion that proceeds be considered for a scholarship fund for Lawrence students. The motion passed on roll call.
The board also considered a package of facility rental requests and a revised non‑school use policy for Lawrence Public Schools facilities. The presenter highlighted that gymnasiums were added to the policy, that selling or consuming food in gymnasiums is prohibited, that open flames and certain cooking appliances are banned on school property, and that the district designee will determine whether a school resource officer is needed for events under 50 attendees.
The policy proposes that use of the district's Performing Arts Center requires a minimum of 500 confirmed attendees to be eligible for approval; the presenter also noted that some new buildings are subject to Massachusetts School Building Authority (MSBA) post‑construction restrictions preventing outside use for at least one year and possibly two.
The board voted to approve the clustered rental requests after pulling two items for separate action: a Community Day public charter school winter gym rental and a proposed Lawrence International Book Fair booking at South Lawrence East Auditorium. The board later approved the Book Fair agreement (one abstention recorded) and approved Community Day's requested winter gym schedule (Dec. 1, 2025–March 6, 2026, dates discussed and corrected to 2026 during the meeting).
The board also moved to table approval of the minutes from June 11, 2025 after a member said her attendance and votes were omitted; staff will review meeting video and return corrected minutes at the October meeting.
No ordinances, statutes or external contracts were approved at the meeting; the actions were administrative votes by the board and will be transmitted to the city council or implemented per district rules where required.
