Delta County commissioners review FY2026 budget, approve contracts and send animal-control rewrite to legal review

At their regular meeting, the Delta County Board of Commissioners reviewed the proposed fiscal year 2026 budget and approved several routine contracts and resolutions.
Administrator DeSalvo presented the FY2026 proposed budget and described the process used to solicit department input. She told the board the county's projected captured tax revenue for FY2026 is about $8.3 million and noted that revenue increases reflect the first full year capturing millage for a veterans affairs department. DeSalvo also highlighted marijuana tax revenue as a helpful supplement for specific departments and expressed concern about rising jail medical costs and overtime.
DeSalvo said the proposed budget will be published for a public hearing on Sept. 2; the commission may consider final approval after the hearing. Commissioners asked for clarifications about pension stabilization timing (noting peaks in 2027—028), details of new pass-through grants, and whether a grant specialist position could be pursued in a future budget cycle.
On contracts and agreements, the board took action on a number of items after committee referral:
- Approved a new fire-suppression and alarm-testing contract with Ahern for county buildings. - Approved a three-year HVAC service agreement with Johnson Controls for courthouse and related systems; commissioners asked staff to provide the missing equipment list and clarify annual price increases. - Authorized issuance of an ARPA-funded RFP to repave sections of the Service Center parking area near the jail. - Approved the routine secondary road patrol agreement tied to traffic-patrol grant funding.
The board also approved an amended controller job description to permit candidates "in pursuit" of a bachelor's degree and to provide payroll/AP backup duties; that motion passed by voice vote and the administrator said a candidate is expected to start on Monday.
Commissioners reviewed an eight-page draft update to the county animal control ordinance intended to modernize licensing, enforcement and definitions. The prosecutor's office cautioned that language around "vicious" and "dangerous" animals should track Michigan statute (MCL) and warned of vagueness in other local ordinances. The board voted to forward the draft to legal counsel for review and to schedule a public hearing.
Other routine business included accepting nine FOIA appeals for hearing, approving payment of claims totaling $361,563.68, and adopting a resolution to join opioid litigation. Commissioners also heard an airport-advisory-board report during public comment and set upcoming meeting dates before adjourning.
