Mount Carmel City Council approved dividing a roughly 1.66‑acre parcel in the Southgate area for bid with conditions intended to encourage industrial development and voted to extend Tax Increment Financing zone 7 to include additional property near Shopko/Rural King and to authorize a feasibility study.
Staff described the shaded Southgate parcel and proposed stipulations for sale: a $25,000 minimum bid and a requirement that a successful bidder must begin construction by Dec. 1. The council made and seconded a motion to approve the subdivision and to put the parcel up for bid; a roll call showed affirmative votes and the motion carried.
Council also considered a proposal to extend TIF 7 to attract industry. Staff recommended first agreeing to mediation and then commissioning a feasibility study; Moran of Metro East was identified as the firm that would perform the study. Council moved and approved the TIF extension and resolution providing for the feasibility study.
Why it matters: staff framed the actions as proactive steps to draw industry and encourage development in areas where the city is not expanding westward due to geographic constraints. The minimum bid and construction start requirement are intended to prevent speculative land banking and to speed property activation.
