City manager outlines police camera trial, potential Salem Avenue development, cybersecurity policy and new development director hire timeline

Police camera trial: The police department has proposed a two-month trial of four "flat" intersection cameras starting in November; the system is estimated at about $16,000 per year and would let staff and the department evaluate the technology before deciding whether to include it in the 2026 budget.
Salem Avenue development interest: Zimmerman said a party is preliminarily interested in developing a 51-acre site on Salem Avenue (described as already zoned CMI) for a roughly 175,000-square-foot, 32-foot-high building. Staff has had initial meetings with the Dayton Development Coalition and the developer and will pursue options including state site-inventory programs and incentives.
Cybersecurity policy: The Ohio auditor of state’s office has issued guidance requiring a cybersecurity program; staff member Kevin is leading preparation of a policy the council must adopt by Jan. 1, 2026, to comply with the state provision that becomes effective Sept. 30 (as stated in the transcript). The city will present the draft policy to council before that deadline.
Development director position: Staff refined a development director job description, with advertising planned for October 2025 and a target start date in January 2026; the position’s wage will be incorporated in the 2026 annual budget.
