Clayton council approves series of emergency ordinances on assessments and fees, tables DDC development plan

The Clayton City Council approved a series of emergency ordinances to certify estimated assessments and unpaid charges for several municipal services and maintenance items and sent them to the Montgomery County Auditor for collection with property taxes.

Council read and approved emergency ordinances including (as read in the record) Ordinance 0082513, 0082514, 0082515, 0082516, 0082517, 0082518, 0082519 and 0082521. The ordinances cover curb and gutter repair/replacement assessments (5- and 10-year installment options), charges for grass and weed cutting, lighting assessments, nuisance assessments, and arrears for waste hauling and disposal services. Council members moved to declare emergencies where required and approved the ordinances by voice vote; the record shows the motions carried and several items were noted as unanimous.

Separately, Council moved to table Ordinance 007250, which would adopt and modify the planning commission’s recommendation to approve the final development plan submitted by DDC Management LLC for a 37.098-acre parcel (Parcel ID M60032070023) near Westbrook Road and Union Road. Council stated it preferred to consider that vote when a full council is present.

Council also approved Ordinance 0082520 amending the city’s personnel practices manual. During discussion Councilmember Farmer noted references to "HR administrator" were being removed and asked staff to ensure all references are replaced consistently with "personnel director"; staff agreed to review the document before final publication.
